The appraisal of real property in connection with planned acquisition for a public project can be a complex effort. Michael E. Lockard, MAI, RW-AC has 25+ years of total appraisal experience including over 400 Right of Way appraisals involving over 65 public projects. The scope of his work includes transportation projects, pipelines, sewer, flood control, transmission lines, and various local and regional public facilities. He is a Certified Right of Way Appraiser with the International Right of Way Association (R/W-AC) and as a MAI designated member with the Appraisal Institute has completed the Litigation Professional Development Program of AI involving specialized topics in Condemnation Appraising.
Right of Way appraisal reports and valuation services include: Right of Way project estimates and value engineering, full and partial Right-of-Way acquisition appraisals, permanent and temporary easements, damages/benefits analysis, and Right of Way appraisal review. Additional Right-of-Way valuation services include tenant leasehold analysis, crop damage estimates, and detrimental conditions analysis. Appraisals are completed according to standards suitable for public acquisition and compliance with the Uniform Act.
Prior to becoming independent in 2011, Mr. Lockard worked at a major full service Right of Way firm in the Bay Area enjoying concentrated levels of experience alongside industry leaders in the field of Right of Way appraisal, acquisition, relocation, engineering, and law.
