Mr. Lockard specializes in regulatory compliant, full and partial acquisition Right of Way appraisal and review assignments for public improvement projects. Based on over 600 completed appraisals for public agencies and private owners, Michael has the skills and knowledge to provide reliable valuation judgments for a wide variety of unique acquisition scenarios. A sample of specialized appraisal experience involving over 80 public projects includes: San Joaquin Hetch-Hetchy Pipeline Upgrade Project, I-880 Southbound HOV Land Project, Livermore Gas Line Replacement Project, Napa River Flood Control Project, Modesto Primary Outfall Rehabilitation Project, Manteca Austin Road Surface Water Pipeline Project, Morgan Hill Butterfield Boulevard South Extension, Delta-Mendota Canal Interconnection Project, Tracy Corral Hollow Road Widening, and the California High Speed Rail Project. Mr. Lockard is licensed with the State of California as a Certified General Appraiser, MAI designated member with the Appraisal Institute, Certified Right of Way Appraiser with the International Right of Way Association (R/W-AC), and Certified Disadvantaged Business Enterprise (DBE). He has served as Chapter President and numerous committee chairs within the Northern California Chapter of the Appraisal Institute.
