The DBE Program is based on U.S. Department of Transportation (DOT), 49 CFR, Part 26 requirements. The goal of the program is to expand business opportunities for minority-owned companies on federally-funded transportation projects.
What is a Disadvantaged Business Enterprise (DBE)?
A DBE is a for-profit small business conern that is at least 51 percent owned by one or more individual(s) who are both socially and economically disadvantaged. Also, the management and daily business operations of a DBE business must be controlled by one or more of the socially and economically disadvantaged individuals who owns it.
